Mit Ethik-Befehlen werden nicht nur Scientologen traktiert, sondern auch ehemalige Scientologen und Leute die niemals Scientologen waren.
Letzteres beweist:
Ethik-Befehle haben nichts zu tun mit "Vereinsstrafen", wie sie etwa von Fussballvereinen verhängt werden können.
Scientology versucht vielmehr, sein sittenwidriges Rechtssystem auf alle zu übertragen.
Im übrigen berufen diese Ethik-Befehle sich auch keineswegs auf die Vereinsatzung der Scientology-Vereine.
Sondern vielmehr auf die Anwesisungen des Scientology-Gründers Hubbard, als "Hubbard Communication Office Policy Letter" (HCOPL) bezeichnet.
Die unten wiedergegebenen Ethik-Befehle berufen sich zum Beispiel auf einen HCOPL vom 7.2.1965.
Das gilt auch für den Ethik-Befehl von 2001, auch wenn dort die genaue Bezeichnung nicht angegeben ist.

Im Ethik-Befehlen von 1968 heisst es deutlich:

" ... wird zum Feind erklärt".

"... hat sich entschieden, Feind zu sein".

Norman Suchanek hat für den Scientology-Geheimdienst über einen längeren Zeitraum die Mülltonnen von Ingo Heinemann durchsucht.
1999 wurde darüber im ZDF ein Film gezeigt:

HCO ETHICS ORDER E.O. No. 729 WW, 388 SH, 9 EU, 1 SH FND 2nd September, 1968, 1968 TO:Those Concerned FROM: HCO Exec Sec WW SUBJECT: Declaration of Enemy. Recommendation of Comm Ev convened on EO 727 WW 1.   CYRIL VOSPER, 8 Newlands Crescent, East Grinstead, is decleared in a Condition of Enemy. 2.   He put stops in the way of mounting aGuardian Mission. By his own admision before a Committee of Evidence he was huilty of failing to immediately produce plans, and of failure to pass completed orders to Exec Council and Alert Council members before copying or duplicating, thus permitting a mission to depart with incmplete orders and causing Dev-T to seniors and Mission  Efficiency Experts. 3.    He put stops on mission training of WW personnel by failing to take responsibility for his post of Dissem Sec WW in that he a. Failed to assign a deputy for his week end Foundation post or make arrangements to that he would be free to takte the training he needed to become efficient in getting out missions. By failing to be part of the WW training team he also effectively stopped remaining WW staff from carrying out dummy missions and the sesulting situation had to be handled by a Sea Org member. b.   Failed to take responsibility to see that an Effenciency Expert was trained for the Guardian Mission, sending the Expert home to "study in leisure". 4.    Vosper is to apply the Enemy formula which is: "Find out who you really are". 5.    He is not to be processed or trained. 6.    Anyone connected to him is not to be processed or trained until he or she has disconnected from him in writing. Cyril Vospers Buch "The Mind Benders" - etwa: Die Seelen-Verbieger - erschien 1971. Es war das erste Buch, in dem Scientology-Aktivitäten in Europa geschildert werden.

 
 
 
 
 

Ethik-Orders auch gegen normale Scientologen

Ethik-Befehle richten sich keineswegs nur gegen Kritiker.
Der Normalfall ist die die Disziplinierung von normalen Scientologen.
Hier ein Beispiel:

Sie ist allem und jedem gegenüber aufgeschlossen (PTS h). Sie äußerte, daß Scientology ihr nicht geholfen hätte. Sie würde gerne Hilfe haben, aber bekomme keine. xxxxxxxxxx sollte dann den PTS C/S 1 machen, machte auch einen Termin, sagte dann aber ab. Nun möchte sie den PTS C/S 1 nicht machen, auch wenn ihr dieser helfen würde. Auf den Widerspruch aufmerksam gemacht, folgten ihrerseits Rechtfertigungen. Sie versuchte, andere schuldig zu machen und die Verantwortung von sich wegzuschieben. (PTS d). xxxxxxxxxx wird bis zur erfolgreichen Handhabung ihrer Situation vom HQS-Kurs suspendiert. Morddrohung durch Ethik-Befehl?

Immer wieder wird berichtet, Hubbard habe abtrünnige Scientologen in seinem Ethik-Befehl vom 6.3.68 mit Erschiessung durch eine Handfeuerwaffe  Kaliber 45 bedroht.
Eine Abbildung des Ethik-Befehls (eine schlechte Abbildung, weil der fragliche Satz im "Original" offenbar markiert wurde und deshalb kaum lesbar ist; andererseits besser als nichts, weil das typische Bild einer solchen Order deutlich erkennbar ist) und der Wortlaut sind unten wiedergegeben.
Ob Hubbard mit "Audititng Process R2-45" wirklich  die Benutzung einer Waffe gemeint hat und wenn ja, ob das ernst gemeint war, kann ich selbstverständlich nicht feststellen.
